okay, just went to introductions, and saw you've been around about a month. it may take another month or so for you to hear her clearly, but yes, that's a good method for doing so. just stopping for a second in your mental process, and waiting to let them chatter back at you, it's a good idea

I forced with her on a walk today, and got strong feminine vibes from her. I also "heard" a voice in my head, but I'm not 100% sure that's her or if it's me parroting... Like, she feels different enough from my own inner voices.
@LumenGaze The first time I sat down to create my tulpa, a form and a name immediately popped into my head out of nowhere. I definitely didn't select them, but I'm almost completely certain my less than 4 hour old tulpa didn't either. I'd be inclined to believe that what happened for both of us was the subconscious selecting one, not the tulpa choosing.(edited)
Exactly as @Deleted User said. It's like the difference between adding structures to a building and creating one from scratch. Even original-personality tulpas still make use of some of the substructure that allows you to function.

I uhh, I am more biased towards allowing the tulpa to your tools as a host instead of keeping the tulpa so separate to learn all of everything on their own (or just develop the ability to subconsciously use the host's toolsets)

Assigning traits to a tulpa is kind of an outdated practice that doesn't really matter in the long run, given their personality will change and grow over time anyway
I think it's good to start off with something minimal or not too detailed and let them change it later
